The text recounts the tale of villagers from Ningxia who immigrated and established Minning Town from the ground up. The government has a desire to construct rural land for housing and encourages Xiji Country's farmers to migrate or relocate. However, the severity of desert conditions leads most villagers who relocated there to leave the following day. Even so, Ma Defu exerts every effort to persuade these villagers to stay and create Minning Town. The Party Central Committee, in 1996, formulated a strategic plan to advance mutually beneficial collaboration between the East and West, pointing out Fujian counterparts to advance poverty reduction efforts in Ningxia. As the years roll by, a new phase of life is instilled in Minning Town.
